Dispatch Rules and Procedures

OFFICE HOURS ARE FROM 8:00 A.M. TO 5:00 P.M. – MONDAY THROUGH FRIDAY
Sign-In and Re-Sign Procedure:
Local 602 members may complete the original sign-in to the available-for-work list through the Member Portal.
Members of other locals must complete the original sign-in online by completing the initial signing form and submitting the required documentation. After the initial sign-in, individuals will have access to the Local 602 web application where re-signs and all future book signings may be completed.
Alternatively, you may sign in person during business hours (8:00 A.M. to 5:00 P.M.), Monday through Friday at 200 S. Fannin in Amarillo or 405 50th Street in Lubbock.
Re-sign is done through the Member Portal. Alternatively, you may also re-sign by mail (must be postmarked no later than the 15th of each month), email, or by calling the dispatcher during normal business hours or by leaving a message after hours between the 10th and the 16th of each month (be sure to include your name, card number, and date). Failure to re-sign between the 10th and 16th of the month will result in your name being removed from the available-for-work list. Registrants who did not re-sign will be purged from the list on the next business day following the 16th of each month.
No one shall be allowed to sign their appropriate available-for-work list without confirmation of termination from their last employer. All calls for manpower shall be offered to the people signed to the available-for-work list. All calls for a given day shall be posted to the member portal on the evening prior. To find the listing of calls, if there are any, view “Jobs Available” in the Member Portal or LaborPower app.
It will be the responsibility of the registrant to indicate their interest in a posted job either by bidding on posted jobs through the Member Portal or LaborPower app between the hours of 5:00 P.M. and 9:00 A.M. on business days and anytime on weekends and holidays, or by calling the Amarillo Hall at (806) 376-9945 or the Lubbock Hall at (806) 744-4062 between the hours of 8:00 A.M. and 9:00 A.M. the morning after a call is posted. When calling, leave your name and telephone number and which calls you would like for the dispatcher, and your name will be marked down on the Day Book. If you receive the job call, you will be notified immediately after 9:00 A.M. If you claim the call and do not pick up your referral and/or report to work, unless arrangements have been made with the Business Manager, your name will be removed from the available-for-work list.
If a call is not filled, the dispatcher may call down the available-for-work list in order starting from position 1 in an attempt to fill the call. Being unavailable for referral when work is offered to the registrant shall be considered a turndown; rejection of the applicant by the employer is not a turndown.
Registrants will be allowed two turndowns (2 Strikes) without penalty and will be rolled completely off the books for a third turndown (Strike). Exception: Book 1 registrants employed by a signatory employer outside of Local 602’s jurisdiction will not receive a strike. You must re-register after being rolled off.
The Business Manager is responsible for filling calls in a timely manner as needed by the employers. This means in an emergency, referrals may have to be made outside normal hours using whatever means are available to fill calls and place registrants.
A short call will last no more than 14 (fourteen) calendar days. The calls will be offered by the same procedures as a regular call. You will not lose your place on theavailable-for-work list if you take a short call. The Business Manager may extend a short call at their discretion.
